I guess it depends on two things

* how far do you want to jog?
* how central do you want your accommodation?

Two hotels spring to mind.
One is central with large grounds but still not a huge distance to circumnavigate - it's the Mount Nelson in Gardens. It's also pretty pricey and 5 star which may not be what you are looking for...

The second is the Steenberg Hotel which is on a golf and wine estate - loads of space to run and lovely fresh air! It is stunning, out in the Constantia valley. The possible drawback (I don't think so, but it may be for you) - it's a 20 minute (scenic) drive to the CBD.

The final option is this:
You could stay at somewhere like the Radisson near the Waterfront which has no grounds but is right by the Promenade. Or a boutique hotel or guesthouse in Green Point.

Why?
The Promenade in Mouille/Green/Sea Point is a hot spot of early morning and evening running activity, right beside the ocean and safe to boot. (I have a girlfriend who runs there alone many mornings and says she feels very safe. She is fresh from the US so not hardened to SA crime at all like us locals ;) )
